What technologies are required to build more IC?

I'm trying to build Abyssinia up into the powerhouse it is destined to be, but I can't seem to build any more IC.

I've researched Basic Construction Engineering, which says it enables the building of IC, but I still can't do it. Have I missed a technology somewhere, or is Abyssinia just locked to be unable to build IC?

I think this is something from original HoI where you need 33 infrastructure or higher in order to build IC and for some other stuff to happen. Since in HoI II infrastructure comes in 10s, so 40 is now the magic number.
