I'm interested to know this.

Lets say Russia colonizes Siberia, and then Japan invades and wins at Chinese tech.

Assuming it was Russian patriots who spawn, do they spawn at Chinese tech or at Eastern tech? (Or Western, if Russia has westernized)

I believe rebels are the tech level (an I assume group) of the nation they rebel from. I remember this has been controversial in the past for example when I took land from Mali which had a military tech of about 4 and then 14 rebel regiments formed at my tech level. The mali patriots were essentially strong enough to invade mali for themselves.
