I would say Waking the Tiger

Command abilities and Commander Traits are massive gameplay changes for every nation

And if you use mods, many use the border raids to excellent effect

Waking the tiger and together for Victory add a lot of mechanics.

Together for victory adds to spearhead advancement command. So you can draw spearheads instead of straight advancement lines .

Which I think is the only improvement the battle planner got.

As Corpse Fool said: probably subscription is the best answers for Your question :) every DLC's give something interesting: content, mechanics, etc without I cannot imagine my games. If I'm not mistaken, even TFTV, which has very basic, oldfashioned focus trees, gives You oportunity to manage Your pupetts (correct me, if I'm wrong, I don't remember the older DLC's very well and I cannot check it now). HOI4 without DLC's is still playable, of course, but it seems like a demo :)
I like the subscription idea - I don't use it, because I have all DLC's, but this is a good options to check content and mechanics for new players.

You may want to try a subscription - if nothing else, it will give you the chance to try them all, and decide after playing them which ones you might purchase.

But it would seem the subscription would be perfect for your situation of owning none currently.

If you play mp with friends, an easy solution would be to have the friend who owns the most DLC host, as anyone can use every DLC as long as the host has it.
