Also, I had to mod revolt.txt a bit to enable DDR or FRG in 1936. Also for every liberated country I had to make events liberating them (except for Egypt and Israel). Then trigger it through F12 console.
BTW: Liberating country now means liberating it as puppet state. Finally it works as you'd expect it to. You can release puppet then if you wish. Just as in EU2 with vassals.
No, part of the DDR was occupied by American troops. The famous bridge in Torgau where they first met is in the former DDR. The border was drawn at the Jalta conference.
Or if you are playing on the very hard difficulty setting with its -40% IC penalty. Then the middle number is usually (always?) less than the right number.
You can get more than 40% IC bonus from ministers, sliders and techs. I think about +65% or something is possible. So, even on very hard you can get a higher number in the middle.
