Also, I had to mod revolt.txt a bit to enable DDR or FRG in 1936. Also for every liberated country I had to make events liberating them (except for Egypt and Israel). Then trigger it through F12 console.
BTW: Liberating country now means liberating it as puppet state.
Finally it works as you'd expect it to. You can release puppet then if you wish. Just as in EU2 with vassals.
If Soviet Union or Allies occupy all of Germany, can they relase DDR/BDR that encompasses all of Germany?

No, part of the DDR was occupied by American troops. The famous bridge in Torgau where they first met is in the former DDR. The border was drawn at the Jalta conference.Dhatori said:
