What patch did we start seeing Nations putting their main armies in colonies?

I've seen it a lot lately and it's causing me headaches (well small ones).
1st my ally France doesn't defend itself because its main forces are in the Americas (my Byzantine -> Rome game)
2nd I can't seize Cape Verde from Portugal because they have their entire force limit there (Independent Sicily game)

What patch should I revert to in order to avoid this new AI issue? What patch did we start seeing this odd behavior?

They've done it since the earliest days of the game. How often + how large a % of French troops are over in California varies patch to patch, but I'm not aware of a patch where the AI would never do it.

One of my favorite memories is still watching AI France get > 50 regiments strait trapped by a cog or two belonging to my Alaska CN.
