So what new tags could vic 2 have? With at least some historical precedent( so no meme countries like the roman empire or babylon)

I would definitely love to see a distinct tag for Austrian formed Germany, with different flag (golden black) and colour (preferably brownish feldgrau with golden shade).
Apart from that, I would love to see some sort of german controlled United Baltic Duchy, and new small countries in Caucasus region, maybe something for crimean Tatars aswell

honestly I don't see why there should be 2 different germany tags, plus I think the united baltic duchy was already german controlled

Prussian created German Empire has many features, like it's flag, that I find incompatible with Austrian dominated Germany. Maybe tag could be same, with different flag and colour.
As for United Baltic Duchy, I am not quite sure if it was present in vanilla Vic2, as far as I remember some mods added it

Yeah, different "Germanies" (even if they're simply some sort of "cosmetic tags" for the same country) would be needed:
-Default/Historical Prussian-led German Empire: black-white-red flag, grayish color.
-Austrian-led German Confederation: as you said.
-Frankfurt Parliament 1848 Revolution "German Empire": black-red-gold flag, yellow-golden color?.

I think there should be a lot of cosmetic tags. The different Germanies are one thing but another would be: a united europe. The cause for european unification got kickstarted in the early 20 century, well into Vicky3s timeline. It would be a nice end game goal, even though it sure would not encompass all of europe.

Changing the flag, name etc. is very easy these days and doesnt require a new tag. I suspect Vicky 3 will have further improved the flag system over CK3 and IR because there is a need for much more flags in this game.

Yeah, they should allow way more dynamic flags instead of thousand if different germanies and italies.
Most Issues with formable tags could propably solved by a mechanic that allows the Player to change Name and Flag. Maybe lock some options behind some Limitations. No Hammer and Sickl for Monarchies for instance. Some special Flag assets only if you control most cores of that country and if that country isnt' independent.

Some sort of Maritime Federation would be a cool new tag, and a fun alternate history scenario to just forming Canada. Brazil had a couple of civil wars and break away state scenarios in it's history that would make good new tags (even at start date the Riograndese/Piratini Republic is on the map). Uhh, I think Wales wasn't in Victoria 2 for some reason? Would be worth including. Maybe Brittany in France. It's sort of hard to remember what was releasable in Victoria 2 and what wasn't to be honest.
Also, I agree that it would be really cool if the conditions under which formable countries formed had some impact on their flag and name and whatnot. Wiz mentioned once that, in his words, "there are nation forming mechanics" so I guess we'll have to see what is meant by that and what the implications are for flavour stuff.

A tag for non-monarchist Ottomans that nevertheless keeps its territories intact, perhaps. Obviously "Ottoman Republic" would be strange but "Turkey" doesn't make sense for a multi-ethnic republic either. "Eastern Mediterranean Community"?

There also should be enough tags to dissolve large countries like Russia or the US without straightup conquering them.

That sounds like it would be better done by having modifiers based on whichever culture is dominant in the formed Germany, not by having separate Germany tags. That way you could also have different things for, say, a Bavarian dominated Germany or a Rhinelander dominated Germany, and it would make the actual pops matter more.
