No it wasn't... If your ally DoW somebody w/o having a CB you do get a -2 Stab for DoWing w/o a CB.
As for my own suggestions:
1) Please make it so than the AI cares about relations as much as you do. Right now it's a Dog eat dog world and the only guy giving gift and otherwise boosting relations is you... would be nice if I was playing as Italy and France or Tyrol or whatever gave you some gifts to boost the relationship once in a while... Kinda tiresome to feel like your the only guy who cares...
2) Make the AI smarter a DoWing other AIs... how many times have I seen a minor country DoW a major simply because it has some province close to him that are undefended... It's so easy to cart enough troop by sea or by mil access but the AI don't realize this and get owned everytime (often even if I'm allied with them and doing more than my share of the work).
3) As I said in another thread, I'd like it if the AI could aim for a more compacted empire instead of bits and pieces everywhere... it might boost it tax and income a little but ultimatly weaken them... meaning tons of revolts that they can't do anything about and doom stacks that are stuck uselessly in the middle of nowhere. There's a reason human players usually expand their borders rather than grabbing everything they can. (Unless they are doing a WC?).
But beyond that I agree with the Province decision filter and would also like a country decision filter too (but not expecting one) because who in their right mind would enact the Importation decision for exemple.
I also agree with the critisms of the CB system (wich I love) but while I would like to get less of a penalty for giving land to an ally, I don't think that it being free (I.e.: 0BB for the negociator) would work either as it would be far too open to gaming... Making it something like half the BB would work fine and encourage me at least to care for my allies in a war.
