And what would that do? Burgundy is already a kingdom in the game (instead of duchy like it was historically) and they already have their unique set of ideas. Playing as the Burgundian kingdom without forming France or Netherlands is already a perfectly viable alternative.
Well, that can be fixed by a simple visit to the Localization Files. And the whole point of it is to give Burgunndy a third alternative; pushing them into another direction besides forming France or the Netherlands. I actually love the synergy they have with Administrative and Humanist ideas, as well, but I don't think they would want to stay a duchy the entire game. And, if I recall correctly, Romania also had generic NI's when it was introduced as a solution for a nation with generic NI's.
