Tonga has already been suggested, and I think that's a good idea. They had a fairly large empire at the game's start date, although it was crumbling against revolts in Samoa and Fiji.

Oceania in general needs more stuff. Maybe even a DLC/expansion of its own. It's probably the most boring region in the game right now, and not just in unmodded EU4; I've yet to see a mod that adds anything much in the way of content down there. Which is a pity, because there's a lot going on down there at this time. Apart from Tu'i Tonga, Tahiti may have been running a maritime empire in the Tuamotu Archipelago, New Zealand was still in the process of being settled by the Maori, and Samoa and Fiji had become independent polities alternating between marriage alliances and warfare between each other and their former masters in Tonga; their style of diplomacy would probably have been quite recognisable to Europeans at the time.

It is my understanding that Baluchistan is not a real country. It is more like the old Swahili tag that represented a bunch of independent countries. If so, it should definitely be broken up. It's in way too strong of a starting position for a fictional country. It's a big Muslim tech nation surrounded by Indian tech nations and a horde. If it survives an early Timmy assault it usually stays around until the end of the game.

It seems you missed very important trait of Baluchistan, namely it being ridiculously poor piece of desert with 1-2 BT populated by a bunch of villagemen (and their goat herds) with no valuable goods and approximate trade value comparable to that of Kamchatka, bordering Persia, Timurids, potentially Qara Qounlyu and Rajput empires, while being tribal confederacy with generic national ideas.

When it was in the game, back in EU III, Oirat was "shamanist", and as a "pagan" country it shared the mechanics that applied to other "pagan" countries, such as the Incas. In other words, all the game mechanics that were designed to encourage European colonizers to be able to get historical results against Inca, also applied to a country that was right next to China. Mechanics such as the AI being hard-coded to attack it, and being able to annex occupied provinces during the war without needing a peace treaty to do so. As a result, Ming would annex Oirat, expanding half way across Siberia, at the start of pretty much every game. Making Oirat "Buddhist" at the start of the game was a quick and dirty way of fixing that.

What about adding the Heligoland province?
It had an extremely low population and is very tiny, although its strategic importance might warrant an inclusion.
Making it Tengriist would fix it too.
Provided that Tengriism is not treated as another "generic paganism". Although now that being pagan will no longer mean being absolute pushover in 1.10, it might work pretty well.

How would you split it up then? The area was controlled by various minor tribes we mostly know very little about. The reasons for the current setup are more or less what I stated at the end of this post a little while ago.
I'm not saying we would split it up if we had better information, but if you do have information feel free to share :)
The situation is quite different from the old Swahili tag. While that setup was never ideal it did correspond to the nominal borders of a real state, the Sultanate of Kilwa. The fact that Kilwa didn't really have a very firm grip on most of it is why the setup was changed a couple of patches ago to what we have now (with the most important Kilwan vassals starting out independent since that's a more fitting way to show the de facto situation).

There's always the HRE that could do with more accuracy, but you can't make that work for tons of reasons. I'd like to see a GoT/Iaponia Universalis style mod that accurately portrays the HRE, but I'm sure that sounds impossible and uninteresting to most modders. And you'd still not have enough space to portray some of the smaller "sovereign states".

(In an ideal world, Paradox would release an HRE game, with Permanent Imperial Lands and Free Imperial Cities and the Hansa and electors and tons and tons of political grey areas and disputed claims and enclaves-upon-exclaves. It would have the breadth of EU4, but on a much more local scale, with the character system of CK2/EU: Rome or something. And it would probably be massively unpopular.)

Splitting up Baluchistan would be cool but if theirs no information on the tribes then theirs not much you can do.

I am not sure if you people realize how poor Baluchistan is. It is less than 10 desert provinces mostly with 2 base tax. No valuable goods nor trade center. IRL it is the least populated part of Pakistan.

Kingdom of Valencia (junior partner under Aragon)
Kingdom of Leon (junior partner under Castile) because: The union between León and Castile was never accepted by Leonese people. The Kingdom of León and the Kingdom of Castile kept different Parliaments, different flags, different coin and different laws until the Modern Era, when Spain, like other European states, centralized governmental power.
The Crown of Castile consisted of several kingdoms (Castile, Leon, Galicia, Cordoba, Toledo, Murcia, Sevilla, Jaen and eventually Granada and Navarre) and, like Leon, all these kingdoms retained their establishments until the modern era. It makes no sense whatsoever to split these as personal unions. For all intents and purposes, the Crown functioned as one state. The same applies to the Crown of Aragon.

Making the pacific island interesting wuld be very nice. York is actually in the game files, along with lancaster though I have never seen either of them appear as they both lack cores. I've thought about this more and maybe Burgandy/Lorraine/Bar/Alcase could form Lotharingia or something. I dimly recall that Charles the Bold was trying to make Burgandy a Kingdom before he ate a halberd.

Making the pacific island interesting wuld be very nice. York is actually in the game files, along with lancaster though I have never seen either of them appear as they both lack cores. I've thought about this more and maybe Burgandy/Lorraine/Bar/Alcase could form Lotharingia or something. I dimly recall that Charles the Bold was trying to make Burgandy a Kingdom before he ate a halberd.

I'd definitely support either a patch or a mod that fleshed out Burgundy and gave it a viable "endgame" so to speak other than either become Netherlands or become France. Basically the way that Burgundy is currently treated in the game as a fully fledged recognized kingdom is a bit silly when it is essentially a revolter state. Having an event or decision where after Burgundy stabilized its borders it gained Papal recognition and became a proper kingdom would be quite nice. I actually thought of making one myself long ago but then I remembered that my modding ability starts and ends with writing bad flavour text.
