While I agree with the rest of your post, Iceland having 2 provinces is just awkward. The only reason I could see is to have 2 nations that use Iceland as a colonial range extension or naval base. I haven't yet seen a game where Iceland was split for this purpose, alas.

The situation is awkward because there are "strategic" and "geographic" regions with populations and economies 10-50x that of Iceland that are lumped up as single province.

What's so awkward about it? I don't see problem with places like two province Iceland or two province Greenland. There's plenty of room in that region for these provinces and generally it's better to have smaller provinces than huge provinces which are hundreds of square kilometers in size. In case of Iceland these two provinces represent different Icelandic settlements.

What's so awkward about it? I don't see problem with places like two province Iceland or two province Greenland. One of the big reasons for having two provinces in those areas is probably so if you own both, you can fend off a rebel uprising... at least with the old system when only one rebel army usually popped up at a time. It often sucks when these single province islands wind up with rebels. Unless you have a ton of transports, there is often little you can do.

As for new provinces. Has anyone ever thought it would be interesting to have a fantasy map that is virtually the same, but instead adds another continent in the middle of the Pacific Ocean? Perhaps a smaller one in the Atlantic as well? Or, better yet, how about creating Pangea and putting each nation in their theorized positions (Scotland connected to what occupied the New York area and what not)? I suppose that's a thing for modders, but if they can do Conquest of Paradise, then this seems reasonable too.

You... are aware that France historically WAS the country strong enough to fight half of HRE since 1494 and basically in 1494-1815 period it received like 50 coalitions devoted to fighting it? Spain wasn't that OP, it just maintained the empire stretching on three continents while fighting Ottomans France England Netherlands and Morocco for mere 100 years before economical fall.

As long as in eu4 Spain isn't able to dominate area from Mexico to Argentina in 50 years and lone Revolutionary France can't beat coalition of GB, Austria, HRE, Prussia, Russia, Portugal and Spain - they are not as overpowered as they were in history.

And yes, I have once played as Netherlands while bordering hostile France...
