As I am quite interested, I've been thinking about this.
The initial release is 8 focus trees so I
* assume the number of countries per release will be relatively similar, varying with complexity, say 8-12.
* assume that the initial release will be on countries that actually fought moat actively and are most likely to be played, with bystander what-if trees come later (players and reviewers are also going to complain otherwise).
* assume that each DLC will have at least one "hot" country that will help attract players to buy the DLC.
* assume that while China has enough going on to be a whole DLC on its own, few would care about playing anything except the KMT or CCP, and it has "hotness" so should star in a DLC package.
* assume Paradox might occasionally release a free minor focus tree now and again, or modders will take care of the rest-especailly those with relatively few options (Denmark? Lux? Slovakia)
so here it goes
DLC 1: The Major "Minors": Chinese factions (KMT and CCP), Belgium, Netherlands, Poland, Norway, Finland, Hungary, Romania, (total 9 countries)
DLC 2: The Rest of Europe: Spain, Sweden, Turkey, Czecho(slovakia), Yugoslavia, Greece, Iran, Bulgaria, Portugal, Switzerland (10 countries)
DLC 3: The Empire and the East : Canada, Australia, South Africa, New Zealand, Burma, Thailand, Saudi Arabia, Ethiopia, the Dutch East Indies (in exile) , maybe some smaller mideastern states, and even alternate takes on India, which was a puppet pressing hard for dominion status (enough for mass jailings), and even the enigmatic Egypt, though that sounds far fetched. (so 9 up to maybe a dozen or more countries. 9 to 11 countries)
DLC 4: Latin America: Starring Brazil, Argentina, and Mexico, and other countries down to those big enough to join the Allied parade of flags but not provide a battalion's worth of troops.
Alternatively, China might fit well in an eastern or Asia/Pacific War package, but it helps sell DLC 1 very well and DLC 3 is easily expansible (could add elements for European govts in exile.
