An immense Republic making up a sizeable section of the galaxy, with a direct democratic system of government united around radical principles of equality, freedom, and justice. The capital of the Republic will be a section of a Ringworld inhabited by all member-species. All species, including Synthetics, will have absolute equality in living conditions and political power, as well as absolute freedom of movement. Living conditions will be set to Utopian standards based upon an extreme abundance of wealth and resources that will be shared equally amongst the people who created it. Borders will be open to all other empires, and the huddled masses of the oppressive states not part of the Republic will be welcomed with open arms to their new home. The Republic will take an active role in uplifting species, opposing foreign despotism, and preventing genocide and slavery throughout the galaxy (No Prime Directive here folks). A huge and extremely advanced military will defend the democratic ideals of the Republic abroad.

Cant wait to destroy some space-fascists.

My Utopia? I imagine my next game something like this: early advances in robot building allowed the founder species to stay at their homeworld and colonise only using droids and later synths. The founder species will have have incredible life standards, enjoying their lives while synths do all the hard work. Eventually, superior synths would start taking over... slowly they will get even terms with their creators and take over the power. To keep the creators unaware of this they will make chemical bliss allowed, practically making the entire founder species useless. This "Utopia" will last for awhile, until the synths will need more minerals to fight back against some invaders, so they might change their behaviour towards the founder species... Well, they were useless anyway, no?

What I really hope is that you can still do a reasonable amount of different options even if you have to pursue one for ascendency. So I would like to have an empire with a utopic center filled with my cyborg pops devoting their lives to learning and shaping their region with megastructures while those unfortunates not born into my species toil in genetically enforced slavery.

Going to expand slowly but going to focus on quality over quantity for my navy. Prioritizing production, research, and state of the art fleets but trying to maintain my fleet size so I'm not too easy of a target.

Probably something like the Vasari from Sins of a Solar Empire. Conquer anyone and force them back to preindustrial living conditions (simulated by only building farms and mines on their planets) while the founders live on Gaia-worlds and orbital structures.

Purge all races but the best of each phenotype, and modify those so I have the ultimate Mammalian, the ultimate Reptile, the ultimate Fungoid and so on. Then divide these into areas of the galaxy, with a capital ringworld so close to the center as it can get, and dyson spheres in the home systems of the worst of each phenotype. Then I would replace as many buildings as possible with happiness buildings, monuments and farms, and provide decent (but not too good) living standards to everyone.

My first thought is to go transcendent psionic democracy of some sort with a dysonsphere to provide the energy needed to contact the other plane. I'm wondering how these perks are going to work though, for example will you be able to get all of the perks needed for psionic ascendency as well as all the perks needed to build a dysonsphere? I don't know.

If my pops want to live in a multicultural paradise, I will give them a multicultural paradise. If my pops want me to create intelligent AI beings to serve them, I will create intelligent AI beings to serve them. If my pops want to eat my founder species, I will turn my founder species into livestock for them. (The livestock will still have voting rights, of course.)

Usually I play "good guys" empires but all those species rights options made me wishing to go full 1984 and build not even totalitarian regime, but elaborate sadistic totalitarian regime which torments all its inhabitans (including elite) in complicated ways.

Forced resettlements to horrible worlds, lowering happiness for permanent unrest, working to death, various kinds of slaves, making food out of aliens, elaborate and random genocides, sterilization, robots, mind control, clones, wars, armies, roleplaying and sending leaders to death, planned starvation, bombardment, tormenting natives and presentients, diplomatic betrayals, propaganda, poverty, forced terraforming of species homeworlds to horrible climates, persecution, assasination, inviting immigrants and then exterminating them...

Then do a story of it and call it "2284" or something like that :p

It would be even better if future expansion introduced weapons of mass destruction, more diplomatic options, environmental pollution etc

Figuring out how to reach the highest possible misery to galactic life without empire breaking down

Probably something like the Vasari from Sins of a Solar Empire. Conquer anyone and force them back to preindustrial living conditions (simulated by only building farms and mines on their planets) while the founders live on Gaia-worlds and orbital structures.
That's a good idea to simulate keeping the own worlds at pre-industrial level. Thanks for the idea.


But at first I'll stick to my normal plan:
I will get to Synthetics as soon as possible to have some really good workers. These will get full citizen rights, just as everybody else in my empire. Then I will start using the stars in the empire's centre for Dyson Sphere construction. The home system will be filled with orbital habitats so that the homeworld stays intact, while the system does get filled up more. I hope there is this "can be terraformed" modifier on a planet of that system too, because then I will terraform that to a Gaia world. There will also be a Sensor Array in the home system, as well as a Science Nexus. The area around this home system will be turned into ringworlds, that will sustain a huge population made out of organic and synthetic beings alike, all living under utopian living standards (like everybody else in my empire).

TL;DR: Science focused multi-species empire that has Synths, uses Dyson Spheres to have all energy production in space, has habitats wherever possible to increase living space without expansion (these will house the empire's complete food production if possible), also owns a few occasional ringworlds for mineral production. So that every world type is neatly organised into certain production types.
Oh, and the home system is basically heaven. Which my fanatically materialistic people don't believe in, but still use as an analogy because it's totally fitting the empire they live in.
