Just western nations have enough monarch points. If you are ahead in time and near the cap you can develop your city. I dont think it is useful to spend 100+ points to get a new buildingslot...

I find myself mostly upgrading manpower with my surplus mil points, and occasionally upping production. Never upping tax except in provinces that were already high base tax (at least 7).

So far I've been dumping about 100-150 worth into each category after a tech up. Unless I'm intolerably behind in a tech than I hold off on that specific category till the situation improves. I've only played western so far though...

If you develop a province it cost about 50 monarch points... if you conquer a province it costs 10 monarch points and there are some people complaining about 10 monarch points beeing to much. That is why I think it is not worth it (only if you like this playstyle)

What you build depends on the province and your needs.

Mostly building up minor cultures to get them accepted (custom Zoroastrian Persia with cultural acceptance + Humanist + Silk + Policy = 2% to get a culture accepted), and occasionally bumping up a province to get an extra building slot.

With Ottoman/Anatolian tech, a run of good rulers will give you tons of extra points to spend on development. I'll probably do more development once Universities unlock, since money is easy to get and relatively hard to spend. Given how much you need buildings for certain things (you really can't have much of a navy without naval buildings now, in most cases, and manpower buildings are an absolute must), I suspect more people will end up spending more on development as they get used to the system.

I massively improved my only province as Aachen when both of my bigger vassals grew very disloyal. Then I was able to maintain an army of 10k and I was later able to integrate both said vassals.
I am not sure improvement is worth that much as it yield very little gain and put me behind in tech.

Developing when having spare points, playing as Austria so there's that. I clicked the button 10-15 times by 1490 year.

Flatlands look good to develop manpower, since they have building slots. Probably add temples there and workshop if the trade good is decent. Mountain areas have good trade goods (Iron, Copper) but are expensive to develop (and few slots) - developed some production there. Developed CoT/estuaries for more tradepower, in my case Wien.

Austria has limited access to sea, Docks looks very tasty (+2 FL) and Shipyards are important, cheaper ships, maintenance and much faster shipbuilding. These provinces need to be developed to support at least these 2 building slots.

Whenever I'm ahead of time on tech, I spend some, but not all, monarch points on development. So far, this has largely been military points, with a few diplo.

Admin remains far too important to spend on development when I'm trying to conquer the lands around me.

Frankly, development is a nice idea. But it is way too expensive to go "tall" then wide.

Other considerations aside, lets say that the cost of development is at 56 power.
Developing +3 base tax = 56 + 61 + 65 = 182 adm
Conquering another province, assuming low dev one, lets say 9, split equally 3/3/3 = 10 adm * 9 dev = 90 adm, its is about half cost of developing.
Sure I didn't take into account that you're going to have autonomy in the conquered province, but I also didn't take into account the extra 3 base prod and 3 base manpower.
The difference is too big and after improving a few times, it grows even bigger.
If the conquered province has high base tax and lower base prod/manpower, the difference is even bigger.

This means the only power worth using to develop is mil, when you're reaching cap and ahead of time.
Otherwise, it's more much more useful to take another province either by conquest or by diplo annex.

Its kind of like that. Its ok going wide and spending MPs to develop some provinces when there are some to spare. For conquer the world playstyle, developing will be limited but thats extreme strategy anyway.
