I'm playing as Brandenburg and have Norway as my Vassal. Most of Norway's cores are hold by Denmark at the moment but there are patriot rebels all over the place.

After a long time of just sieging and doing nothing the rebels decided to go to Norway - to occupy!
Why are Norwegian patriots sieging Norway's provinces?

Then, a province owned by Denmark and occupied by the Norwegian patriot rebels defected to Sweden. Both Norway and Sweden have a core on this province so it would only be logical if they defected to Norway but whatever.

Next, a province owned by Norway and occupied by the Norwegian patriot rebels defected to Denmark! And they do not even have a core and it does not border Denmark.

So what is wrong with these rebels? Is there something I'm missing? Anyway it doesn't make sense at all.

Something is definitely wrong with the rebel code. I've seen some really weird rebel behavior:

- Game as Mongol Khanate, I haven't fought Chagatai yet. They spawn Mongol rebels in Sunni land with Tartar culture, which defects to me (not even the nearby Oirate Horde which was my vassal)
- Game as Algiers, I truce break to speed-vassal Morocco, creating some Berber Patriots. Before I get broken, they siege Tunisia (another vassal)? Then, when they enforce their demands, they forcibly cede provinces belonging to my vassal to me...all from patriots that originated in my own territory :/. I obviously just gave the land back. Note that these same rebels did *not* forcibly give the land they occupied back to Morocco, I still had to give that back myself also .
- Game as Kazan, I again spawn rebels from being massively aggressive early in India. They siege out a province belonging to me...then move over Uzbek and flip a province where I don't have a core over to me also.

None of the above makes any sense at all. Why are patriot rebels spawning in a war-torn country and then proceeding to help it out? Why are they appearing where it shouldn't even be possible? Something's a little off in the code there for sure.

Patriots and Nationalists, as far as I have understood, will not transfer provinces to non-independent states. So Norway it not eligible as long as Denmark and Sweden exists.

Well nationalists wont defect to anybody, they want to create their nations as independent.

However, it's true for patriots rebels:
If their primary culture country is independent, they will defect to it,
If not, then they will defect to any independent country of the same culture group (Norwegian patriots to Sweden, Persian patriots to Baluchistan, etc...)
If there is no existing independent country or they are all vassals, then patriot rebels will defect to their primary culture country.
If none such exists (but I think this is the case when Nationalists will pop instead of Patriots), then they will defect to a country of the same culture group.
