Seriously, what is with it? As far as I can tell, I already have all my nodes at -99% privateer efficiency. I keep getting this spam non-stop and then the CB expires and it results in an infinite loop.

It doesnt even tell me which nodes the privateers are in and I cant declare war on these nations anyway as they are subjects of another great power and im not ready to fight them yet.

I want the game to notify me of other CBs, not this one, but theres only one blanket option to notify me of all CBs or none.

Funniest thing is you dont get any CBs for Morroco raiding your coastal provinces but get CBs for privateers...

Probably because you have 11 merchants. That's 11 trade nodes where privateers from a ton of different tags can interact with you. I've never played that late into the game with so many tags alive. You look ready with that over 100k stack of money and the amount of money you make in the richest trade node in the game. Simply hire 400k mercs, declare Imperialism on Spain, stand on their capital, and wait. They won't dare attack you.

Build 100 heavy ships and block the British Isles from being landed on. Hell, build 200. Money is earned to be spent.

Ignore what happens in the New World, it gives almost no warscore unless you are planning to steal their CNs, then you need to siege 1 fort from their CN and you'll be able to have them concede the entire nation for next to nothing.

Uh, but from what I see, the AI refuses to admit it is losing unless you occupy most of the warleader's provinces for 5 years? The subjects/allies in the war drag your war score down.

Just sitting on the war leader's capital nets you maybe 20-30% war score unless you win a lot of battles to bump it up.

Sometimes the concede nation option doesnt even appear. I didnt see any option for spain to concede spanish canada or louisiana...maybe because part of that colonial region was actually owned by someone else?

Anyway the underlying problem is the constant CB spam popups...

You need to have provinces in the region you wish them to concede. It might actually require you to have your own CN, I honestly don't remember as I play so few games to that late of a date.

Sitting on the capital was a bit of an oversimplification, but more or less that's what you do. Siege a couple of forts on the way to the capital, wipe a couple of stacks and siege the capital. Eventually the length of war modifier in combination with +25% from ticking and a few dozen score from winning battles will give you some pretty reasonable peace deals. Especially with 100 absolutism, or nearly.

Looking in the files, theres code to give a 5 year time limit before occupying only the war leader starts counting. Before that, occupying the war leader doesnt count for much.

I'm not suggesting to get 100% warscore, just the easy lazy way of getting some nice demands. You automatically get 100% if you fully occupy the war leader after 5 years, yeah. But if you only want 50-70% (which is a ton of provinces or conceding subjects) that's pretty easy to do with what I described. Occupying their capital will give them a ton of war exhaustion which adds reasons to peace out and increases the demands you can make.

The easiest way to handle endgame Spain/Portugal other colonizer is to get 50-70% and take all their land that isn't in Europe. Each time reducing their size until they exist only in Europe. Then you can 100% them easily.

SPAM

Yes, the problem is that it disables ALL CB popups.

It doesnt even tell you which node it is and as far as I can see, I already have -99% privateer efficiency on all nodes with privateers. Why am I still getting the popup with -99% privateer efficiency?

Do you still get the CB even if the node is at -99% efficiency?
yes. you get the cb if the privateers have at least 1% trade power in the node. privateer efficiency from fleets on hunting pirates mission works additively so if the node has -99% and the nation sending the privateers has +50% the total value will be 49%. but this doesnt explain why you loose the cb every month just to immediately get it back.
