Lots of new events and decisions, better immersion, more realism, way better AI...overall, it is a challenging mod that makes harder to win but also gives a complete sense of reward if you manage it.
If you are interested, you can always check AARchtung panzer!, one of the best DH AARs that shows how the mod works.
From what I gathered, that mod is aimed mostly for playing Germany. I would not be interested in playing Germany (much less roleplaying Nazi Germany).
So, does it give new options, new content for other countries as well?
edit: Ok, I read a bit more about it, and it is definitely heavily centered around playing as Germany. So I have no interest in it (even if I buy and start playing DH).

It´s basically a much harder version of the game with extra events. And harder in the sense of flooding you with units the AI gets by event. The AI itself is NOT that better.
Through to be honest the last version I played was like, 6 months ago. Maybe stuff changed, but there is only so much stuff you can do with the AI of a game so old.

Of course.. Focus on Germany does not mean I didn't bring about lots of features to other countries.
Is there a way to get WIF without that insane unit spam? I am happy with the current difficulty for now.
Not at all. It is true it is focused on Germany, but as Fernando said it adds a lot of new content to other countries. I sometimes play it as the USSR, and it becomes really challenging and fun. For me, one of its greatest advantages is that with it you can actually lose the game, which makes things more satisfying.
