How does Japan get the bonus called Tora! Tora! Tora! ? [decision or national focus or scripting?]


I've looked for information in the HoI4 wikipedia, Reddit, and Google. My googling skills are a bit weak, perhaps.

What are the specific bonuses given to Japan (for 180 days, AFAIK)?

There was a thread about the lack of Pearl Harbor. Isn't the above the replacement for Pearl Harbor?

Instead of a "hard" Pearl Harbor, we have a "soft" Surprise attack.

My understanding of the modifier is 100% port strike, -50% carry capacity penalty, 50% sortie efficiency, 12% naval strike attack factor, 12% naval strike targetting, and 12% agility factor.

I don't actually play much with ships so I don't know how powerful the buffs are. But I imagine it's deliberately overpowered to compensate for the lack of a "hard" Pearl Harbor
