So the year in my game is 3565 and there a bunch of Redguards in Hammerfell with the Tiber Septim bloodline trait.

HOW IS THIS HAPPENING?

Considering the only way to gain that trait is if your parents had it (which is impossible since it's not handed out to anyone in our history files, or event files, except to give it to the children of people who already have it), it looks like you're using an old savegame which jumbles up traits or you added it yourself somewhere via console and it's just populated into the rest of the world via one of your relatives.

I'm not using an old save file or added it via console to anyone.

In all my games NPC's get other random traits as well, like there was a guy in the Direnni family with the Mantella and currently the Mane has the declaration of the Empire.

This isn't also the first time people get random bloodline traits. The Cyrodiilic Emperor, Durchorach has the Direnni bloodline and so do all his descendants even though they have never married any elves. I checked.

EDIT: It seems that sometimes my game "distributes" random artefacts and stuff like to characters. I've found 7 characters now with the declaration of the Empire. This has also happened before.

There are no events to randomly spawn these traits (declaration of the empire, tiber's bloodline), the only events that exist for these traits are the inheritance traits, which means they can't be spontaneously given, a person needs to be holding them to begin with. This sounds like you've got localised issues; only thing I can suggest is to delete the mod and reinstall.

Something is wrong with your local copy; Durcorach is supposed to have the "Faolan Bloodline" trait, while the royal family of Rihad has the "Frandar Bloodline" trait. I just checked my 0.1.5 copy running on the latest patch, and it indeed is still correct.

This has also happened on previous versions. On 2 different computers. I also re-installed the mod many times when me and my friend had some multiplayer problems.

One time all the people with Frandar bloodline suddenly got the Divine bloodline trait.

If you can upload a savegame to the bugtracker, that would be useful. Strangely, I've never encountered this issue myself or even heard of it before.
I just noticed there are 4 ashlanders in Vvardenfell with the Reman bloodline trait. This is weird. I'll see if I can upload my save. I have used console commands to give myself other traits though and also done it on some other rulers as well so they can at least have a chance against me. Could this affect it somehow? (Note: I have never given bloodline traits to anyone)

Have you changed any traits? Adding, removing, or even reorganizing traits in the mod will cause the Trait IDs to change, which then results in the savegame loading the wrong traits.

I've only given myself (and a few other rulers) a few traits with the console, not sure is that what you meant.
