I just loaded the beta (2.2.4) on a game that was previously in 2.2.3 and I'm suddenly getting a vague 30%-40% malus on all of my ships. Does anyone know why? There's no explanation provided.

Looks like this could be the case. I just assumed that it was the beta because I'd never noticed it before. And "Ship Weapons damage: -40%" tells me absolutely nothing.
Are you fighting the Contingency? I think ships with the Sapient Combat Computer get a big penalty until you complete an event chain.
I'm pretty sure that penalty is -50%.
