As a result of them being based on puns or historical outcomes that don't translate well into the game mechanics, sometimes achievements end up not being very fun to get. They might be overly restrictive or just feel like pointless checking a box without it making any other sense. So from over 300 achievements which ones do you consider the worst?
Personally I'd either go with Sakoku Law which requires playing in Japan for quite a while and restricts Shinto mechanics forcing a choice upon the player (and at least used to not work) or The Pheasant Strut which forces a choice of starting nation, even though there are multiple Nepalese minors and then requires fighting Prussia in a direct war... which usually ends up forcing players to make AI form it.
