What is the "Tax Meta" that Zlewikk keeps talking about in his videos?

I was watching Zlewikk's recent non-GL videos and he keeps mentioning the Tax Meta. Is it a meme meta to combat the Quantity-Economic meta?

It's just a running joke to say how useless the +10% tax government reform is in comparison to the +15% Manpower one in the current version of the game. As base tax is not like production and does not interact with trade, It's a whole lot harder for it to provide a meaningful return on investment.
