What is the rule that defines which country qualifies as a major faction member?

It is based on CIC, but can't remember the exact number.

EDIT: It isn't a hard number. It is a country to country ratio with a minimum.
MAJOR_IC_RATIO = 3, -- difference in total factories needed to be considered major with respect to other nation
MAJOR_MIN_FACTORIES = 35, -- need at least these many factories to become a major

There is also a hard count of 7...or to put another way, if you annex all of the existing majors the 7 countries with the most IC will be considered majors plus any country with at least 70% of the average of those top 7.

MIN_MAJOR_COUNTRIES = 7, -- MIN_MAJOR_COUNTRIES countries with most factories will be considered as major countries
ADDITIONAL_MAJOR_COUNTRIES_IC_RATIO = 0.7, -- Countries will also be considered major when having more factories that the average of top MIN_MAJOR_COUNTRIES countries' factories times ADDITIONAL_MAJOR_COUNTRIES_IC_RATIO

Major powers refer to ones with the highest number of factories, within the top 7 or 70% of the average of the top 7, updated monthly.

Shouldn't the wording be:

Major powers refer to the top 7 countries with the highest number of factories and to countries with at least 70% of the average of the top 7, updated monthly.

But these refer to major countries in the world that receive major country bonus (e.g. PP income). In any faction, even if it does not include major countries in the world, there are still countries considered as major, the capitulation of which ends the war.

The faction leader is considered as major country, even if it doesn't fulfill the IC criteria. Since this is determined dynamically, there are no static rule defines. If the faction doesn't contain any other major country based on IC, the faction leader is the only major country in the faction.

Does this answer the question?

Yes it would. And I seem to be experiencing it in my games. But if true, such a rule seems to open doors for exploit and limit the viable factions in mods to what's in base game.

e.g. Japan declaring war on neutrals tend to goad them into joining Chinese United Front. Ofc the primary use of this is to chain wars on minors without involving US/UK/France. But it also means easily annexation for a lot of minors. As long as one territory is occupied, the minor is considered capitulated upon the capitulation of faction leader.
