Ethics work on two scales (and both are given in the selection screen): Empire effects will affect your empire at all time, pop effects will only affect pops that have the specific ethic.
There is indeed a problem with individualist, but it's mostly a numerical balance thing. Post a bug report with a detailed explanation (like done here) and Pdox will take care of it.
