What is the point of Chemical Bliss?

I just researched it for the first time - it means you have no CG upkeep but -60% to all production, yes? So -60% to energy, minerals, food, unity, research and trade? Not having to worry about CGs is nice, but strikes me as worth about -20% rather than -60%. Does anyone use this?

Chemical Bliss is still a living standard. Consider it a welcome gift for your newly annexed neighbors. Then during those 10 years you set up police precincts, move populations around, an do whatever else is needed to apply more conventional methods of pacification.

If you like the micro, you can make some of your pops happy without sacrificing anything, because some professions are not affected by these -60% penalties.

Also, the upkeep is not always 0. It's just another tooltip bug. It's actually 1CG for non-slaves (everyone, including workers) and 0.1CG for slaves.

That's brilliant, thank you. I'm playing Inward Perfection at the moment so had rather forgotten about the messy business of pacifying conquered xenos. The rest of the galaxy at war with itself (two opposing federations and a couple of other independents) but nobody is bothering me.
