What is the max number of Diplomats that a nation could have?

Just out of curiosity, what is the maximum possible amount of diplomats could you theoretically get in EU4? The number you have can be bumped up through idea groups, policies, national ideas, government forms, controlling the papacy/HRE or something like that, etc. If you really wanted too, how many of these modifiers could you stack for a army of diplomats at your disposal?

In theory, lots.

- 4 from being an Empire
- one or more from HRE, Curia Controller, Shogun, Mandate of Heaven, or Tengri + Theravada
- 1 for each of Diplomatic, Aristocratic, Espionage
- 1 for each of Administrative-Diplomatic, Aristocratic-Exploration, Espionage-Economic, and Espionage-Offensive
- 1 more as part of the national ideas for quite a few countries
- Yet another for having a parliament and passing the relevant act

In practice, you can easily have 6+ diplomats by mid-game without pushing too hard - pick Administrative and Diplomatic, and enable the policy.
