What is the “Instant” in Strategic Operations (Instant)?

I do know how Strategic Operations work in general. What is “instant” though? I thought it means the op doesn’t have to be primed first but that doesn’t seem to be the case.

I also have a Counter Op that’s marked “instant” and it doesn’t even appear in the list of ops to prime?

I realised in the meantime that “Instant” means it takes no turns and no upkeeep, you still have to prime it.
