What is the file that regulates Soviet aggression in Eastern Europe?

I played a peaceful Germany to try to defend Germany at a fortified line when the Soviets, but apparently the Soviets haven't budged and it's 1944.

In previous games, being at war with Japan as Germany caused the Soviet Union eventually to attack Eastern Europe, but now nothing happens.

What's the file so I can see what is wrong?

I think they have to have 3 times the size of your army, but I'm not sure about that.
