I have tried playing as Tibet and Siam but I gave up both times in about 1920 since at that point I still had 5 more advances to study and the game was almost over. There still are too many techs to study and I was not able to achieve civ. in Siam prior to the Europeans carving up parts of it. Is there any way to get these advances faster? Also what is the best way to get the Mil. points to reach civilization with only native armies??

If your population is of a short-ranged culture, convert least productive POPs to clerks as much as possible - they won't leave even if they're unemployed.
This will lead to generating more research points.
As for the military score, build Man-o-Wars if you have a port.
They are still native, and give you 0.1 mil score, but they cost no manpower, so you don't need to muck about with POPs.
You just need a lot of cash, which you can get with good research and factories.

If you just want lots of techs, a faster way to do it that I know of only works well with Tibet and other neighboring to China nations. I got it from one of the AARs, so I don't take credit, but...

1. Build transports and maybe one ship to defend them if you can afford it. Just transports are just fine though.
2. Declare War on China early on.
3. As fast as you can, capture their capital. You can load troops in the transports and take the capital very quickly this way. Best to wait until they don't have ships in that particular area too, of course.
Bonus 3. If you can take the capital of Xianjang (I probably misspelled that), then China will be more likely to settle for what's below.
4. Demand war indemnities. Early on this won't be a lot, but it'll be enough for you to do what comes next.
5. For Tibet, convert up to and probably over half of your population to priests (or monks for them technically). Then try to balance your budget somewhat as you juggle expenses over income. However, you will likely be constantly gaining a lot of money. It'll vary by country, but you'll need a good chunk of it saved so you don't go bankrupt. You'll have to continually do this to China up until they're guaranteed by the Europeans. Then it's a matter of "do you have a big enough military to handle them too?" type of question.

Either way, this should make research much faster. From there...don't know what you could do actually.
That's just a very gamey way of civilizing places like Tibet. This strategy works for one of the Indian minors too.

not the way most people will or want to but if you want to:

Go into the save file and find your country.

there will be a tag that will read "Civilized = No"
switch it to "civilized = Yes"

then enjoy the ability to absorb any and all minors.

Dont know about Tibet but Siam you must definately be able to civilize Good spread of resources. I did it with Abessinia :) I think in the early 20 century, i'm not a pro but working on it. :)

When you have enough cash convert pop's to Clergy and Clerks. And a capitalist pop to build railroads if you have the tech, otherwise dont bother spending your cash on that. Also put some reforms in place that boost immigration and pop growth. Putting a party with full citizenship in power so you can convert non national pops (also for soldiers)

Cavalry give 1.5 points mil score while inf gives 1. Also Men-o-wars give points. Its a bit crazy building lots of native units only to disband them when you do civilize but thats the way it goes apparantly.

Simple, and there's no need for cheating or exploiting China. This works best if you have a rather small national population and a big non national population.
Always keep educations spending at 100% and convert national pops to clergymen (cheaper than clerks and not as militant under a monarchy).
Research the required techs and focus on money increasing ones (Freedom of trade, mechanical production) in the beginning later moving on to RP increasing ones (Positivism, relativism).

If you do this right you should be able to civilize in the 1885-1895 spectrum, depending on luck with tech choosage and the like.

What you need to civilize IIRC is the following

Prestige 10
Mil 1

Techs:
Army Professionalism
Naval Professionalism
Breech loaded rifles
Iron steamers
Empiricism
State & Government (triggers Ministerial government together with empiricism)
Ad-hoc moneybill printing
market structure
Early railroad (remember you need cheap iron to get iron steamers)

Make sure you either get GOIs from a GP or keep your BB low to succeed here.

This has worked for me with Burma, Sokoto, Siam, Afghanistan and Oman.

Good luck
