In patch 1.10.1, you could have annexed all of Yugoslavia for yourself, simply claim every province and then invite everyone else. But since patch 1.10.2 you need to invite at least 1 other nation before the negotiations can begin.
From my experience, you need to give up 3 territories and take the rest, with Italy or Hungary.
With Hungary: Give up Slovenia, Dalmatia and Vojvodina.
Start by claiming the West Banat, Croatia, Bosnia, Montenegro and Hertegovina. This effectively puts off a "wall". The ai will first try to claim territories next to their borders to avoid border gore.
With Italy: Give up Slovenia, Dalmatia and Hertegovina.
Start by claiming the Croatia, Bosnia, Montenegro and Hertegovina. The only difference is West Banat.
Best case scenario is to have Hungary as a puppet. It works even when Hungary is a puppet state. But if you annex all of Hungary. Try with Italy.
In the event that you go at war with the Axis, the AI will be dumb enough to place troops on Dalmatia and Hertegovina, which makes it easy to break the frontline on the coast and encyrcle them.
They don't have to accept, in such case unfortunately you will be automatically forced into a war with Yugoslavia. You don't have the option to back down like the Soviets if Romania refuses to give up Bessarabia. But if you invite all possible members right before you send the ultimatum (Germany and Italy will almost always accept), Yugoslavia is very likely to accept.
I had a co-op game where Austria-Hungary and Romania (both players) had a combined forces of 200 divisions, mostly 20 width, while Yugoslavia had 30 divisions at best, but they still refused. Either because they felt safe being guaranteed by France or because the strength ratio doesn't count, more likely the number of the nations invited count.
This strategy is pretty good, you only lose 3 regions, but is there a way to make it better?
Also: Could the devs please add the options for Romania to invite Bulgaria and Greece as well to the split of Yugoslavia? They can always refuse. Greece AI could refuse if democratic or non-aligned, Bulgaria AI could refuse if Democratic. But it could make for nice co-op Romania and Greece games.
Bulgaria can become a puppet of Romania, but so can Hungary, not to mention that Bulgaria wants Macedonia and Southern Serbia more than Hungary wants Vojvodina or Romania West Banat.
