Hard to say best because all 3 government types have advantages:

Tribes get free retinues who don't use up Manpower or Money, get alot of boost to tribesmen pops, rulers seems selected based on competence and can migrate with one government form. Drawbacks is that you can only select laws when all tribal chiefs are loyal, tribal chiefs lose loyalty due to having loyal cohorts, the cost of promoting pops is higher, maintaince cost on units are higher and the government forms are less varied and have less idea slots and civilization value.

Monarchies get a big boost to freemen happiness if they have high legtimacy, all 4 idea slot governments are monarchies and like tribes have similar advantages and disadvantages of ruler ruling for Life. Drawbacks are that low legtimacy give serious penalties, ruler selection seems more based on dynasty than on competence and you have to deal with pretenders.

Republics don't have to worry much about having poor leaders as they will eventually get replaced, they get a bonus depending on what faction is in Power, all their government forms have 3 idea slots. They also have some other advantages because their leader is only temporary in Power. Drawbacks is that all characters not of ruler faction lose some loyalty, pretender faction give a penalty when in Power, senate can block many of your actions, you need to be more careful about popularity and prominence as that affect outcome of ruler election and also because your ruler don't rule for Life mean you can not plan ahead longterm with one ruler.
