Played a game the other day, noticed that Japan really failed pretty hard against China. (I had set Japan to +5 strength, as I do for most major countries).
Normally when I set up a game, I go round the majors and some minors, to put designers and politicians in place so that the AI does a bit better. I forgot this time to set Japan up.
I took a look, and Japan had almost none of its military staff in place. No army/navy/air force chiefs, no design companies, no politicians, no theorist. Only one high command in place.
But this was 1939, so what had they spent three years of their PP on ?
Are these decisions sucking away PP that the AI should be using on designers & high command ?
