I noticed that all requirements of being able to select this plot are filled in but i am still unable to chose this.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I believe it has to be in your de jure and you can't be content (may need ambitious actually, not sure).
IIRC, it needs to be either a county in your capital duchy, the owner is a count with two counties, or the owner is a duke and the county is outside his duchy.
