Well, Norway had colonies there even as late as the early 1400s new studies show, and there were Norwegian/Danish expeditions there as late as 1470's, with the Norwegian Explorer John Skolp.
Also, AI controlled Norway will not have the economy to colonize those far away lands I am sure, and it is also there for historic reasons, in order to keep Greenland in Norwegian and Danish hands, instead of England always colonizing that part.
Throghout history, Greenland has been seen upon as Norwegian/Danish, so the TP's are there to "hold the area" for Norway/Denmark
