You basically sacrifice the benefits of omen power to have an ability to restore 10 stability every time you desecrate a holy site

I think its good for roleplay. Maybe as a small Republic aiming for religious/ oratory techs. Wanting to be a militant philosophical nation with high research capacity and sacking enemy holy sites to have high stability. Personally I don't use it because I like playing with deities. In the future I might do it but haven't taken it yet

Definitely useful for chain warring with high AE.
High AE will tank your stability but you will also take very little AE for taking more territory due to the positive AE modifier. At 90 or 100 AE, you'll take essentially nothing for annexing huge swaths of land. So, if you can keep your stability up, you'd always want to annex territory with a high AE.
There are a lot of holy sites about and @ +10 stability per site, one could chain war for quite some time...

Yeah, it can be useful for chain wars with high AE, otherwise I don't think it's worth it, I usually stay in the 35-60 stab range and treat it like any other resource, ready to be expended, as it goes up relatively quickly, therefore getting sporadic 10 stab is not that useful to me.
