Try taking the province just to the right of ther Suez canal, worked for me if I remember correctly.

I had exactly the same problem: Suez conquered, but no access to the Red Sea (and no, it was not because of the range, my navy was based in Alexandria with at least 2000 km range). I have the same thing. As Germany, my Axis partner Italy has taken Suez and everything even close, and Italy can pass the Canal but my Mediterranean U-boat fleet cannot. as GER controlling both (Suez & Port Said) and can't move my fleet through Suez but the Allies can !!!
but for some reasons I can rebase naval units to my bases in the indian ocean
