Apart from being cheap, I cannot see any positive property of Galleys. Am I wrong? They don't count for sealane efficiency, they lose against carracks even in the Mediterranean if not 3:1 outnumbering them. They have a slower cruise speed than any other type and by this they slow down the whole fleet. Finally, they fully count for the naval force limit and by this chew up space that could be better filled with better ships.

You're right for the most part. They are increadibly cheap. You can have a navy of hundreds of the wee things and not feel too much of a dent in your pocket and in swarms they will destroy smaller fleets of expensive big ships. I only use big ships for my tarrif needs now.
