You need to stop training the troops before the invasion so they can reequip, reinforce and resupply up to full strength. You can get them back up to strength faster by going to the Recruit & deploy window (hot key U) and setting a higher priority to Reinforcements (the cross in a circle at the top left.) That way they get equipment before the new units just being recruited. You can also set the Operations priority higher to keep the equipment flowing to units involved in the invasion if you prepared a Battle Plan.

Remember there is a bit of a lag between the order to execute a plan because there is a planning period before the operation is launched. You can force it, but you get better results if you wait for the planning to finish and keep everyone as well supplied as possible.

At a very basic level, attrition as bad as you describe, implies you are burning through equipment faster than you are replacing it. Screen shots would be helpful in determining the specific causes. There are quite a few possibilities.

Another possibility is that you can't supply the units you have in East Prussia. That bottleneck is usually because of port limitations.

On the bottom right of your screen, there are different map modes. One of them will show supply. Learn how to read that.

On the top left of your screen, moving to the right almost near the center, is a option to show your equipment levels. I think its called Logistics, not sure. Learn to read this one as well.

Those two should give you enough info to start pinpointing the specific problem(s).

Attrition is the loss of equipment when a division is in combat.
https://hoi4.paradoxwikis.com/Attrition_and_accidents

If by training you mean exercising the divisions then that's the problem Divisions lose equipment while exercising are suffering from attrition from it. And they are too many divisions using up supply in that area so they don't want to move.

Divisions shouldn't be constantly exercising since they don't gain any experience above lv3. And you'll lose equipment unnecessarily.
A tip for this is to hold shift, then click exercise, when a division reaches lv3 they'll stop by themselves.

If a division is deployed fully trained and with all the equipment, it starts out as a lv2 (trained)

Personally I don't exercise my tanks or motorized to lv3 because it drains too much fuel and you lose tanks and motorized equipment, which is better used for the war.
And they do take longer to reach lv3, like you said.

Nice. I didn't know that.
It also works for aircraft and ships.

Assuming part of your problem is related to supply, you may want to visit the Wiki Logistics Page. It is a lot to take in at first, but it is accurate information. I recommend reading over the information first, even skipping over detailed information like numbers and formulas, so you can get an idea of how supply moves. The detail stuff you can go back to, once you feel you understand the general rules of supply.

Like Shaka of Carthage said above, finding the Supply Map and learning how to interpret the information it provides will reduce a lot of frustration. The map shows the results of the numbers and formulas above. It will show you how much supply is arriving in a supply zone and how much supply your military is consuming there. When you hover your mouse over a supply area, it will present arrows that show you the direction supply is moving to get to that area.

There is even more to discuss, but it will not make much sense until you learn that supply map and get a general idea of how supply moves.

If you have any other issues, these forums are a great place to ask for help. If you add screen shots, or even a saved game, you will be surprised at the level of help you can receive here.
