Its a MOD (in existence since HOI 1) that is special for its radically reworked Tech Tree, OOBs, and boatload of events that add fun and flavor to the game.

CORE = Community Open Resource Exchange
CORE is a mod for Hearts of Iron that strives to increase the historical accuracy and playability. We do this through a combination of tech trees, units, historical OOB (Orders Of Battle), and events.
The goal is to give the player the opportunity to make the same choices that a head of state or supreme commander would have made during the same time period.
Through the use of events we give the player the opportunity to hopefully see why the historical choices were made and what the results might have been for different choices. As a result, hopefully it adds flavor and variety to the gaming experience.
As the name implies, this is a community effort. Everyone has the opportunity to contribute. That doesn't necessarily mean that it will be accepted. The community at large serves as a vetting process. Sometimes there are heated discussions about a topic. Either here or on the offsite forum (see the link in my signature below). But, for the most part everyone has a say as to what is included or not.

There is a CORE download for HoI which has been released. There is a release in development of CORE2 which is designed for HoI2. The two programs are significantly different in their internal mechanics so programing for one will not work with the other. Fortunately, they are close enough that msot of us have been able to make the transition from coding in one to coding in the the other. MDow
