played hoi for many years but i still dont know what the ai agressivnes in the options menu means? is it a agressive diplomatic AI who declares war all the time? or is it an AI who attacks and counterattacks alot?

AFAIK, aggressiveness determines the belligerence required for the AI to declare war (if all other factors -regime type- are the same, of course).
In Doomsday and in "furious" aggressiveness, a lot of ahistorical wars started, especially in cases where the AI file of a nation didn't stop it from dowing a specific belligerent nation. In one case, I saw the UK dowing Communist China.

I do think it's more aggressive on the battlefield too. On normal I got almost no counterattacks, on aggressive, it got better. I think.
