I spent 1,200 gold to use the Egyptian decision to build the Lighthouse of Pharos. It's for the completion of a mission.

The game allowed me to select the decision and indicated that the lighthouse was being built, but then said it could never be completed due to: "No Workforce." What is a workforce? And how do you get one?
