what is a "Protected Inheritance"

Protected Inheritance is the part of the Crown Laws which prevents titles from being inherited out of the realm.

I'm not sure but I think it has something to do with Retinues.I was elected HRE Emperor and suddenly had 30+ retinue units added to my military(and sucking money out of my treasury)

I think that retinue units stay attached to title that creates them.Sorta like the Varangian guard is a special vassal of the ERE Basileus.
