It should be noted that while "peasants" is the common translation for the estate that had some political power in Sweden (and Finnish lands under their control), the concept was a bit different from usual peasants. Only farmers who owned their own farmland were represented by the estate, while rent farmers and other lesser peasants weren't.

Perhaps "gentry" would be more a more appropriate name for that Estate?

We have many expansions in EU4 (I bought them all) and it would be a nice surprise if this one would be free .

If you can't afford the expansion, please say so and we will find a way for you to play it, like in multiplayer or we can announce you when it's on sale. It would be more honest and useful.

Overkill Interactive (behind Payday 2) seems to have no trouble releasing free DLC, as a comparison of an indie company with perhaps roughly the same capacity. They understand that releasing free DLC is a good move that translates into goodwill, which unfortunately accountants find difficult to calculate.

We release free features in patches all the time, it's just that we don't market it as 'free DLC'.

Right now I have money only for HoI4 (assuming that is gonna cost 40 Euros)
But I guess I can raise 15-20 Euros for the expansion .

Yes, I also think HoI4 will be 40 or 50 euro but it will be a while before it comes out, as for the new DLC, I am also from Romania so you can play multiplayer with me and my friends and have access to all DLC past, present and future, while playing with us.
