It's based on the alledged banner of St. Olav, king and patron saint of Norway. I also believe I've seen it linked to Godfrey of Builloun.
It is also used as a coat of arms for Nord-Trøndelag county in Norway (which is not my home county! I'm from the south).

a special event for a pan-balcan union if a single nation controls serbia, greece, bulgaria and romania, and a single shield is a wonderful idea!

That is the flag of the short lived California Republic and the current state flag of the state of California. The Star probably comes from this flag:
That is the flag of the Republic of New Helvetia. It existed in CA before the Bearflag revolt. The star on the CA flag is red instead of green because the original flag was made up of white cloth and someones red jacket. The bear was also reddish.
