Maybe AI logic rework will change this, but right now most wars are not won by grinding out a bunch of battles. Having more bodies doing sieges safely is more attractive.

Whether any military group is worth before luxury pick timeframe is debatable, but I would expect quantity to be one of the better performing military groups in SP if you pick one.

That doesn't work for me. I lose the siege races too. Space marines lets me just beat the enemy into submission. If a I need a bigger army, that's what France, Austria, Ottomans, or whatever other regional big bad I've allied to be my shield/battering ram is for. If my strategy is hoping the game gives me better dice than the AI, then I've already lost. The dice hate me.

What if Naval ideas offered some kind of bonus for combat and sieges near rivers, showing the amphibious combat expertise of one's army?
I like this idea. It doesn't have to be something new, either, as that's represented by Military Leader Maneuver.

Naval Ideas could also include Attrition Reduction, so your regular troops aren't completely incompetent and reliant on Marines for sea voyages to mitigate that drastic 10% Attrition in Open Sea.

Alternatively you could really lean into the Marine Special Unit and have Naval Ideas eliminate Marine's inherit +10% Shock Damage taken drawback, even supplanting it with bonuses such as Discipline, reduced Attrition and Movement Speed. Make Sailors great again - or for the first time ever. People might actually build Docks outside of a Pegu achievement run.
