I just try to crawl to just under the limit when I need it. If I have too high revolt risk or if I want to start a war and gain some provinces.
The only rule I really stick to is low inflation I think. In my current game I got really high inflation at one time, like 6. Oh, the panic!
Now I'm back to 0.01 or so.
I do try to have smooth borders as well though.
