A modern day mod would be really fun, especially with the ability to form factions. Possibly code the AI to form factions and let the modern madness begin.

I would be looking for something like the HPP mode project, a Historical mod which gives proper Bonus and Malus to all countries based on their pre- existing doctrines, which can be tweaked but not changed completely unless you are ready to spend a gargantuan amount of Time and Money.
