One city in each Palestinian Province needs to have 70 or higher Civilization Value for the achievement to trigger. On the status check for the achievement (from the pause menu), it states specific cities. Does it have to be those specific cities, or any city within that province?

It only requires one city per province to have >= 70 civ value, which is relatively easily attained by building grand theatres, temples and foundries as well as teching up and with ideas in the mid to late game is quite achievable. I would set my provincial capitals as the ones to build up and if you have conquered the levant as Rome you should be rolling in it as is. The reason why it says that is due to it chechking for any cities in the area with high civ, just ignore it and build up those cities. Hope that helps
