What happens when at resource cap?

well now that we have to make alloys and Consumer goods what happens when we are at stoarge cap for them? do thay still use up minerals and just throw away all overcap stuff? Do thay only use as many minerals as needs to cover upkeep? The question comes to me because after about 30 hrs on one map im at 17 worlds and -2000 minerals a month and dieing from it

When you have too many, you sell them on the galactic (or internal) market and use the credits to buy what you actually need.

that seems kind of bad in that case i dont want to have to relie on the market for everthing and it seems abit counter intuative to have all my factorys fun at 100% all the time just to trash most of it
