What happens to the fleet after capitulation?

I am playing as Germany and won the war against Comintern. USSR capitulated and we signed a peace agreement with full annexation. I captured lots of equipment, but surprisingly, not a single ship. What happens to the ships?

Ships stay with their country after capitulation. If the country is puppeted in the following peace conference, the ships stay with them. If the country is annexed, the ships disappears.

Thank you. Is this by design? Feels flat out wrong
It is certainly very weird, I do wonder if its deliberate and if so what is the thinking behind it, that the fleet is scuttled rather than turned over to the enemy?

If you puppet one small state of a defeated foe who has a navy, and use the puppet autonomy system (eg sending a ton of guns/convoys) you get the whole fleet....

Normaly the Fleet (like in UK) get in your Commission if they can´t drive without fuel. And the Annex-Status you have. But I haven´t tested it, only heard that from Petite and other Hoi-Experts.

I only know if you refit a Ship it will be in Harbor and the Infotext say if the Country gets annexed then this Ship / more Ships in Refit get in your Hands.

The other official Way to improve your Navy is Operation Anton in France against Vichy-France later on to get most of the French Fleet.
