Is it simply annexed, or is it simply occupied until the war is over, waiting to be liberated?

For example, if Great Britain beats Germany and is able to liberate France, will France reappear, as it was before the war but weaker, or will it be incorporated to Great Britain, as in Europa Universalis?

Since Germany shouldn't be able to annex France, but only occupy it, I would hope that the 'liberator' cannot annex it in his stead.

Annexations would happen, but only a few within game, and all were special cases handled with diplomacy.

Else, in the scale of a decade, all you could get is occupation, the difference being only if it is civilians or military officers directing it.

or could you make it so that germany can annex france, then if Great Britain and the other Western Allies manage to take France back they will have the option of recreating france like you can make a vassal in EU?

There are quite a few cases where during the war political borders were redrawn in the wake of a military campaign (e.g. Bulgaria getting Thesaloniki after Greece fell, Rumania getting Bessarabia after Russia was invaded ... stuff like that ... ).

The game distinguishes between the "national provinces" of a country and merely occupied ones, and one can simulate alot of stuff based on this distinction.

Spiffy! Already drawing the boundaries of a Pan-Turkic state in my head :) Well there were certainly plans for one had the Soviet Union completely collapsed and Turkey joined the Axis. Need a screenshot of Caucausia & northern Central Asia badly :D

Now does the 'guiding hand' of the country survive enemy occupation? I know there are going to be governments in exile, but what would happen if I (frx) played Yugoslavia, got overrun by the Axis in '41 or so - would I still be in the game? Would I get to direct the resistance, solicit potential allies, command units in exile and might I reemerge towards the end of the war as Tito?

trying to annex a country not of your culture would probably provoque a lot more revolt than simply occupying it.

You can't declare ok now France is part of Germany and every citizen are nice german speaking citizen and expect this to happen during the course of 10 years.

Look at Canada, the french speaking part was conquered 200 years ago and they are still speaking french and talking about their independance.

i dont think the u.s would annex belgium because of the treaty the u.s and britain and about 100 other natons signed saying that they wish no terrotorial gains. the u.s were the key figure in this. would be interesting if britain annexed france could be a war

Do you mean they can decide if they become their old country? Or part of theirs? For example:

Germany conquers France. Britain invades France, kicks the Germans out. Now, they can choose to make it part of England, or make it France again? And, if I am playing a country that gets conquered, am I dead? Or can I wait to be liberated? Thanks. :)
